Sometimes it is and sometimes it isn't. Almost all of the online casinos linked from this website have free/play money games along with their real money games. Some people will deposit money into the online casino accounts and will wager their money while playing poker, and others will just play with the play money.
In some cases, I support it and in other cases I don't. It isn't up to me what others do with their own money.
